Can a patient present with Ménière’s Disease without some symptoms being present?

Hello, I have a question about one of the disorders of the ear. can one have Ménière’s disease, but only show the symptoms of tinnitis, rare(once every 2 months) occurrence of dizziness? On that note, can a person still have Ménière’s disease if the hearing loss was from birth, not a progressive disease? Thank You
